    EU regulations to reduce emissions

    In April 2018, the European Parliament adopted the regulation on the inclusion of emissions and removal of greenhouse gases from land use, land use change and forestry (LULUCF). According to this, each member state has a binding obligation to fully offset emissions from land use.

    EU subsidies for climate-friendly agriculture

    Since 2021, emissions from biomass used for energy purposes are now also accounted for and counted towards each member state’s climate commitments.

    All member states have financial framework conditions to incentivise more climate-friendly farming. This helps farmers to develop climate-friendly agricultural measures.

    About the EU regulation

    Climate Protection Act of the German Federal Government 2021

    The climate protection regulation, which was relaunched by the German government in 2021, stipulates a reduction of CO2 emissions from agriculture to 56 million tonnes by 2030.

    Grants of up to 70%

    Measures to reduce CO2 emissions are subsidised in many federal states with high grants of up to 70%. Subsidies can also be applied for upgrades in the biogas sector that contribute to the reduction of nitrogen emissions. These include, for example, covers for slurry tanks that comply with the latest regulations on immission control.

    Immission control in agriculture

    Alongside solar, hydro and wind energy, biogas is a renewable energy source that helps to save fossil fuels. Around 44% of the nationwide renewable energy for heat and power generation is derived from biomass (AGEE-Stat 2021).

    Since 2012, biogas plants with renewable raw materials or liquid manure as substrates have required immission control approval for a production capacity of 1.2 million cubic metres or more. In addition, they also have to fulfil the safety requirements for biogas plants (TRAS120).

    Immission control rules

    The German Federal/State Working Group for Immission Control (LAI) considers the following test aspects for biogas plants:

    • Structural safety and maintenance
    • Gas safety: condition of foil systems, leak tightness, ventilation measures
    • Functional safety: protective and damage-limiting devices

    The technical rules for plant safety in the biogas sector include:

    • Fire and explosion protection
    • Required protective distances
    • Alarm plan and emergency plan
    • Condition of fermentation tanks, pipelines, fittings, membrane systems

    Gas-tight container cover

    The gas-tight biogas roof combines a cover and storage function in one. With a single-shell or double-shell design, it is stabilised by a central support and braced tightly and securely to the outer wall of the tank.
